MSHA Part 46 Surface Miner Training Explained

MSHA Training DVD ProgramMSHA (The Mine Safety and Health Administration) has mandated MSHA Part 46 for surface mining operations.  Part 46 covers training and retraining at surface mining operations at the following types of mines: sand, gravel, marble, granite, sandstone, surface stone, surface clay, slate, shale, traprock, kaolin, cement, felspar, colloidal phosphate, surface limestone, and lime.  Part 46 also covers shell dredging.  Part 46 does not cover surface operations of underground mines.  Those workers who operate only on the surface of underground mines are trained under Part 48 which covers underground mine operations.  Even truck drivers who unload and load on mine premises are required to receive training under Part 46 for Site Specific Hazard Awareness.

GHS Hazards Materials Labels VideoOSHA's Hazard Communication Standard was created to ensure that employees in workplaces throughout the country knew the hazards associated with the contents of materials in their workplaces.  The standard told organizations what they needed to convey on the labels but they did not mandate how they needed to convey this information.  As a result, several labeling systems developed with different symbols and ways the information was depicted.  When combined with different international systems, the chance for confusion and mistakes was amplified.  

Therefore, OSHA has decided to implement the GHS or Global Harmonized System developed by the United Nations in conjunction with many international organizations.  GHS specifies exactly how information should be depicted and presented on labels and placards.  The new system will standardize the way hazardous materials are labeled and decrease a great deal of the confusion created by the old system.

Of course, this began changing once the Occupational Safety and Health Administration better known as OSHA was founded in 1971 and is part of the United States Department of Labor. Plants and factories received visits by OSHA representatives to ensure safety training was in place.

Workplace Back Safety typically consist of several techniques such as 'lift safety' or making sure that you bend your knees and position your body close to the object you are lifting. Many people can actually hurt their backs by bending from the waist just picking up a piece of paper. If you bend your knees to pick up something that weighs 10 pounds or more but the object you're lifting is not close to your body, you are putting a lot of heavy strain on your lower back. As you continue to lift incorrectly there comes a point when the slightest lift can make a back 'go out' and you end up flat on your back for a week.

What is HAZWOPER Training?

Hazwoper safety videoHAZWOPER is the OSHA Standard 1910.120 and stands for Hazardous Waste Operations and Emergency Response.  Workplaces where employees come in contact with hazardous materials and wastes are responsible for training their employees on this critical OSHA standard.  General site workers are required to receive 40 hours of HAZWOPER training plus 8 hours of refresher training annually.  Workers who have limited exposure to hazards may be only required to undertake 24 hours of training with 8 hours of annual retraining.  Supervisors and managers are required to have the same amount of training as their employees plus 8 hours of additional training.  Emergency responders and other public officials who may undertake a role in cleanup operations must also complete 40 hours of training and 9 hours of retraining annually.  The standard also requires 8 to 24 hours of supervised hands on training depending on the level of contact an employee needs to qualify for.

One of the most dangerous hazards in crane operations is the accidental drop. "Angle load" is the most common cause of these accidents. If the angle exceeds 10% the load can slip causing an accidental drop.

Choosing a correct sling is another potential hazard in rigging safety. A sling is the piece of equipment used to carry the load and can be made of a variety of materials. When choosing a sling size, shape and even temperature are important considerations. Most often a wire sling will be used because of its strength and versatility. However, slings made of chain, metal mesh and synthetic materials can be used.

Lock-Out/Tag-Out is the process by which a machines energy sources is isolated when it is being repaired, serviced, or set-up. This process keeps employees from inadvertently starting a machine that is not ready to be operated. Machines in the process of repair, set-up, updates or servicing are extremely dangerous if they are powered up. The threat of flying debris, parts or electrocution are great under these conditions. The proper education and implementation of Lock-Out/Tag-Out will save lives and reduce injuries. In 1989 OSHA set new regulations for this training.

The concept of Lock-Out/Tag-Out is simple. Make sure that the machines energy source is neutralized. For electrical machines, the electricity to the machine is cut off. This is done by the process of locks and tags. The locks keep the machine from having electricity restored and the tags let us know that a machine is getting service and should not be powered on.

Most people don't realize how often the situation calls for LOTO. For instance, repairing circuits, cleaning and oiling, clearing jams and set-up all call for LOTO. Every company first needs to set up a plan. The plan includes employee training and LOTO procedures. Only those employees trained on the procedures should be allowed to Lockout the machines.

Usually, the best way to address bad safety behavior is with a private conversation with the employee.
